Recreational Trail-Building and Conservation Partnerships

McKinley County, New Mexico has determined that the following unique service requires a specialized function, that only one vendor can provide.
A description of the required function that substantiates the sole source determination is as follows:
McKinley has received notification of the award of funds through the New Mexico Department of Transportation for the construction of multi-use trails in the Zuni Mountains over a period of 2-3 years.
McKinley County is seeking information from non-profit or government entities that have established Conservation and/or Trail Building in the McKinley and Cibola County area and are organized with an interest in working in partnership with local government (McKinley County primarily), and can perform work related to trail construction to an established standard.
In particular, McKinley County is requesting information about how an organization might be able to work as a partner with the following considerations:
1. Have an already established conservation/trail building programs serving within McKinley and/or Cibola Counties (i.e. familiar with the Zuni Mountains).
2. Have an educational, work-force development, and/or skills-training programming integral to program mission, goals and operation.
3. Commitment for payment of program participants an hourly wage of at least $10.00 an hour.
4. Commitment of minimum 15% match (preference that at least 5% be non-federal) and ability to document match per grant requirements.
5. Ability to provide program flexibility to respond to environmental conditions and for a potential late start (July or early August) for the 2018 season.
6. Experience and expertise in trail building, including but not limited to expertise in reading/following plans and specs, problem solving in the field, supervision/training for
7. unskilled workers, knowledge and expertise in constructing water diversion and/or soil erosion control features.
8. Experience working with local governments and tribal government entities, preferably in McKinley and Cibola Counties with an awareness that other entities and individuals have an interest in the Zuni Mountains.
9. Experience working with federal programs, preferably local, including, but not limited to the US Forest Service, Bureau of Land Management, National Parks Service, and Bureau of Indian Affairs.
10. Commitment for members/participants/employees from the Four Corners Region, with emphasis upon McKinley and Cibola Counties and Native American populations.

SCOPE of Work
McKinley County is seeking information about how a potential collaborator could contribute to the following Scope of Work in support of the Zuni Mountain Trails Project, in fulfillment of the County’s grant agreement with the New Mexico Department of Transportation:

Trail Construction/New Trails
• Rebuild and/or reroute unsafe or unsustainable trails
• Construction and/or installation of trail gates and cattle guards
• Installation of trail gates and cattle guards
• Installation for signage for trails and trailheads including trail information kiosks, long bump stops, boundary fencing and interpretive signs
• Trail construction, maintenance and restoration activities to restore safety, accessibility and sustainability to trails in trail system

Design – Participate in design process, primarily as collaborator in the field (i.e. provide feedback, propose solutions to issues and problems that arise)
• New Trails
• Rebuilds and/or reroutes of unsafe or unsustainable trails
• Milk Ranch Trailhead, including trail information kiosks and interpretive signs
• Trail construction, maintenance and restoration activities to restore safety, accessibility and sustainability to trails in trail system
Capacity Building and Sustainability for Zuni Mountain Trails Project Partnership
• Provide personnel and services to coordinate design and construction programs, in conjunction with the Cibola National Forest
• Provide personnel and services to identify, recruit and coordinate local volunteers and donated resources in support of Zuni Mountain Trails Construction and Design
• Provide personnel and services to support McKinley County in overall grant coordination among participating County departments and entities as well as cooperating programs.

ESTIMATED VALUE OF CONTRACT: $342,000.00 over Approximately 3 years
CONTRACTOR: Conservation Legacy-Southwest Conservation Corps Ancestral Lands Program

To ensure that Procurement procedures are conducted in a fair and impartial manner, all qualified vendors are notified of the County’s intent to award a Sole source contract. Qualified vendors and interested parties have an opportunity to submit evidence that more than one firm has the requisite ability to perform contract services prior to the proposed award date. If evidence presented reveals that more than one source is available to perform the contract, the County may issue acompetitive solicitation.

Interested parties may submit a protest including thorough and comprehensive evidence of their ability to provide this service, in writing by 6:00 p.m. on Monday, July 9th , 2018 - 15 days from the date of this notification.
